Job Description

Top Secret Division Chief

Charlottesville, VA (On-Site/Office)

Duties:

Serves as a Division Chief and supervises and directs the activities of civilian, contract, and military analysts.

Understands processes and procedures necessary to effectively manage a wide range of personnel, administrative, and analytic tasks.

Supervises the research, analysis, and publication of division intelligence products and services for the Middle East/Africa/Latin America Division.

Oversees formal and informal production dissemination, ensuring the right products get to the right customers at the right time.

Understands defense and national intelligence enterprise partners and customers' missions, functions, and operations to support integration of effort and avoid analytic or other redundancies.

Demonstrates strong communication and collaboration skills necessary to develop critical partnerships and deliver key findings to relevant audiences.

Requirements:

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Two year trial/probationary period may be required.

In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

Must be able to obtain and maintain a Top Secret security clearance based on an SSBI with eligibility for Sensitive Compartmented Information (SCI).

The incumbent of this position is required to file initial and annual Confidential Financial Disclosure Reports (SF 450) in accordance with 5 C.F.R. 2634 and DOD Joint Ethics Regulation, August 1993.

TDY is 25% or less of the time.

All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialize experience is defined and experience which includes 1) Planning and executing intelligence analysis on foreign state and/or non-state ground forces, systems, and/or operating environments; 2) Leading and/or managing civilian, contractor, and/or military personnel, helping them to plan and execute key tasks and achieve individual and organizational objectives; 3) Engaging analytic counterparts, and delivering analytic findings, across partner and customer organizations in the Defense Intelligence Enterprise and/or Intelligence Community. This definition of specialize experience is typical of work performed at the next lower grade/level in the Federal service (GG-14).

You will be evaluated on the basis of your level of competency in the following areas:

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and/or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate:

Knowledge of intelligence processes, cycle and organizations

Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps

Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data

Knowledge of organization(s) for and methods of collecting and analyzing intelligence data

Education:

This job does not have an education qualification requirement.

This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
