Job Description
The Senior Director of Railroad Capital Investment will assist the Executive Director by overseeing Railroad Operations/Commuter Rail capital programs, including leading the staff that plans, directs, manages, and oversees the development and execution of the Railroad Operations/Commuter Rail capital investment plan (CIP) and all capital project and program activities for the department.
- Responsible for the oversight of the Railroad Operations/Commuter Rail capital investment plan (CIP), including planning, development, execution, and delivery of capital projects and programs.
- Manage the Railroad Operations/Commuter Rail capital staff, including but not limited to the Director of Commuter Rail Capital Programs, Project Managers, Project Coordinators, as well as contracted employees, vendors, and consultants.
- Responsible for developing, planning, organizing, managing, and overseeing capital programs related to commuter rail infrastructure, facilities, vehicles, etc.
- Responsible for being the department’s primary liaison along with the Director of Commuter Rail Capital Programs to the MBTA’s Capital Program Oversight and Capital Delivery departments to collaborate and coordinate all efforts related to the development, funding, and management of commuter rail capital programs and projects.
- Responsible for monitoring and managing all capital expenses related to commuter rail operations, such as contractor force account projects; capital procurements and projects; procuring and administering federal and state grants; preparing all required federal (US DOT), state, external and internal financial reporting; conducting all analyses related to capital program performance; participating in the development of short and long-range planning for the MBTA's Capital Program; maintaining multi-project budgets and reviewing cost estimates; preparing financial management reports including monthly, annual, and ad-hoc reports; performing analysis and preparing special reports for use by department managers, senior executive management, and the MBTA Board of Directors.
- Responsible for development and management of the capital program for the portions of the Northeast Corridor (NEC) owned by the MBTA, including management and oversight of Amtrak’s and other third parties’ capital payments and obligations to the MBTA.
- Responsible for collaborating with the MBTA’s internal budget, finance, and procurement departments to identify and secure the necessary funding and approvals, working through the appropriate business processes according to MBTA policies.
- Responsible for working with the Railroad Operations finance department and with the Commuter Rail Service Provider to develop and execute Project Initiation agreements for contractor force account projects, as well as the planning, monitoring, payment, and accounting of capital funds related to these projects.
- Responsible for setting and communicating project priorities, with contract service provider personnel to develop future capital project scopes of work and keep apprised of Capital Delivery and Vehicle Engineering progress toward completing capital projects.
- Responsible for being the department’s primary liaison with the Commuter Rail Service Provider vendor, other contract service provider vendors, Capital Delivery, Vehicle Engineering, all other Operations Departments, and a variety of other agencies and regulatory bodies during the development, planning and execution of all capital projects and capital program activities for Railroad Operations.
- Manages the staff that is responsible for the development of and implementation of the department’s Capital Investment Program (CIP) setting goals, objectives, policies, and priorities.
- Plans, organizes, assigns, administers, directs, reviews, and evaluates departmental programs and activities related to the improvement of commuter rail facilities and equipment.
- Oversees and participates in the development and administration of the department’s capital budget; approves the forecast of funds needed for staffing, equipment, materials and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
- Ensures budgetary goals are met and that all work is performed in a timely and cost-effective manner.
- Explains, justifies, and defends department programs, polices and activities; negotiates and resolves sensitive and controversial issues.
- Represents the Railroad Operations Department to other departments, elected officials and outside agencies as directed by the Executive Director of Commuter Rail; coordinates assigned activities with those of other departments and outside agencies and organizations.
- Participates on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence.
- Develops budgets for proposed projects, evaluating various impacts of proposed projects to determine feasibility, providing recommendations to executive management and department managers, and participating on technical committees and panels.
- Supports operational, facilities, real estate, and planning functions by examining and identifying deficiencies within existing systems, facilities, and structures, preparing recommendations for improvements, providing technical advice and guidance, reviewing development projects that may impact existing rail systems and facilities and participating in internal audits as needed.
- Responding or reporting to work as directed by supervisory personnel for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
- Assigns projects and programmatic areas of responsibility, reviews and evaluates work methods and procedures, meets with key staff to identify, and resolves problems.
- Assesses and monitors workload, administrative and support systems, and internal reporting relationships, identifies opportunities for improvement, directs and implements change.
- Upholding the rights and interests of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
- Participates in the selection and discipline of employees as needed.
- Perform all other duties and projects that may be assigned.
Supervision - Manage the Railroad Operations/Commuter Rail capital staff, including but not limited to the Director of Commuter Rail Capital Programs, Project Managers, Project Coordinators, as well as contracted employees, vendors, and consultants.
- A Bachelor’s Degree in engineering, business administration, public administration, facilities management, or a related field from an accredited college.
- Ten (10) years of progressively responsible experience in project management and engineering, financial operations, business analysis, or accounting
- Seven (7) years manager/director leadership in railroad operations, transportation, planning and/or operations management.
- Effective organizational, analytical, confidentiality, quantitative, writing, multi-tasking, and time management skills.
- Possession of a valid driver’s license without infractions in accordance with MBTA policy.
- Proficient with the use of MS Office, PowerPoint, and Graphic applications.
- Effectively communicate with customers, employees, vendors, contractors, designers, public legislators, and state and federal agencies.
- Have excellent customer service, conflict resolution, negotiation, communication skills.
- Have the ability to work effectively with a diverse workforce.
- Master’s degree in a related subject substitute for two (2) years of general experience.
Preferred Experience and Skills - Executive level experience in a large transportation agency that includes contract management, budgeting, planning, construction, engineering, mechanical and/or transportation functions and responsibilities.
- A master’s degree in business administration and/or certification as a Certified Public Accountant or its equivalent from an accredited college.
- Experience in transportation, public transit, or the railroad industry.
- Experience managing Projects with MS Project 2013 or Primavera P3; resource loading within such construction schedules.
